Is there any chance that the time and/or date for the Chelsea fixture will be changed for TV or other reason?

There is every chance it will move. Europa League progress for Chelsea will probably move it to Sunday, Sky could yet move it to Sunday or even Monday.

The only games one can plan for with absolute certainty are:
    Monday, January 14 Manchester City (A; 20:00)
    Saturday, January 19 Leicester City (H; 12:30)
    Saturday, February 2 Everton (A; 15:00)
    Monday, February 11 Newcastle United (H; 20:00)
    Saturday, February 23 Bournemouth (A; 15:00)
    Tuesday, February 26 Huddersfield Town (A; 19:45)

Any other matches are planned for when it comes to travel etc. at your own risk.

Likely not, but theoretically the league could move the kick-off time of the round of games. The games only need to be played simultaneously but not necessarily at 3pm as currently planned.
